The announcement, nevertheless, raised questions in regards to the standing of Barbara Warren, who had been PBSD superintendent since July 2020 and was Dollarway Faculty District superintendent from its December 2015 state takeover to its merger with the PBSD in July 2021. A spokeswoman for the Arkansas Division of Schooling referred to Key’s letter about Warren when requested about Warren’s standing, though the letter would not clarify why the “transition of authority” Key cited was needed.
Key started his letter, nevertheless, by writing:
“Because the district strikes one step nearer to a return of native management, the choice was made to nominate a brand new interim superintendent to work alongside the brand new restricted authority college board.”
“… We recognize Ms. Warren’s management the previous couple of years, in addition to her efforts that led to the State Board of Schooling’s latest appointment of a restricted authority board,” Key later wrote within the letter. “Ms. Warren’s experience will likely be invaluable in the course of the transition of authority.
“We stay up for working with each Ms. Barbaree and the brand new board on subsequent steps, because the district transitions again to native management.”
Calls to cellphone numbers out there for Warren went unanswered.
With Barbaree’s appointment, all three Jefferson County college districts have employed new superintendents since July. Gary Williams formally took over as White Corridor district chief on July 1, and Tom Wilson was promoted from interim to full-time superintendent at Watson Chapel on Oct. 10.
The state Board of Schooling on Dec. 8 accepted the appointment of a restricted authority board to guide the PBSD, a step the state’s training decision-makers took towards restoring full native management to a district that was taken over in September 2018 for fiscal misery and is receiving Degree 5 assist, the best degree of assist the Schooling Division supplies to highschool districts underneath its management.
State training officers have mentioned the brand new appointees — Jomeka Edwards in Zone 1, Lozanne Calhoun in Zone 2, Ricky L. Whitmore Jr. in Zone 3; Sederick Charles Rice in Zone 4; Charles Colen in Zone 5; Stephen Broughton in Zone 6; and Lori Walker Guelache in Zone 7 — will bear coaching for his or her roles earlier than the native board can formally meet, which they hope will occur by January.
